BEM Stakeholders Engagement Programme: Malaysia’s Engineering Institutions and Societies Meet BEM

ACEM was amongst the 37 Malaysia’s Engineering Institutions and Societies (MEIS) invited to join the BEM-MEIS stakeholder engagement session held at Dewan Tan Sri Mahfoz Khalid, Jabatan Kerja Raya on 27 January 2026.

The BEM President YBhg. Dato’ Sri Ir. Roslan bin Ismail delivered the opening speech. He stated that the purpose of the engagement session is to establish an open and constructive relationship between BEM and engineering institutions and societies. The President also emphasised that all individuals offering or taking up engineering services must be registered with BEM as required by law. He further requested the assistance of all engineering institutions and societies to remind members of the registration requirements.

The event was then officiated by Yang Berhormat Minister of Works, Dato’ Sri Alexander Nanta Linggi. In his officiating speech, YB Minister encouraged the participants to share concerns and suggestions freely during the engagement session. He emphasised that engineers are responsible for public safety. Any person engaged in engineering-related practices must be registered with the Board for credibility and accountability. The Minister encourages all employers to include registration with the BEM as a compulsory requirement for employment for related personnel.

Following the officiation of the stakeholder engagement session, the YB Minister and the BEM President launched the BEM’s Strategic Plan 2026 – 2030 which outlines 4 thrusts to achieve 7 outcomes with the vision of strengthening the engineering profession and protect public interest.

ACEM Deputy President, Ir. Ahmad Rashidi b. Zainudin was one of the invited panelist for the planary session. Ir. Rashidi highlighted some of the challenges faced by the ECPs in the current market: MOF Pekeliling 3.2 indirectly encouraging fees undercutting, increased accountabilities and requirements such as ESG reporting and BIM implementation without fair fee adjustments, as well as the revised Surveyor’s Act challenging an Engineer’s capability to produce engineering surveys.

The institutions and societies that attended the event have publicly support the Board’s direction and have pledged support for the Strategic Plan to continuously improve the Engineering Profession.
