The new Sabah Uniform Building By-Laws (UBBL 2022) was implemented since 1st June 2023, following the announcement made by Sabah Deputy Chief Minister Cum Minister of Local Government and Housing, YB Datuk Dr. Joachim Gunsalam.
The UBBL 2022, which came into force on 29th Dec 2022, will allow the issuance of a Certificate of Completion and Compliance (CCC) by the Principal Submitting Person (PSP) who is either a professional Architect, a professional Engineer or a registered building draughtsman to certify the buildings upon completion as they are entrusted by their professionalism and integrity. This will replace the Certificate of Fitness for Occupation (OC) previously issued by the local authorities in line with the state government’s goal to implement self-certification and self-regulation in building development projects. The new procedure aims to streamline the certification process, reduce bureaucracy, and create a more efficient environment for doing business in Sabah.
With the attendance of 45 members, ACEM Sabah Branch has successfully organized the engagement session with the members to identify and gauge the members’ understanding of the new UBBL and to collect members’ views and questions on the UBBL.
