On 23 April 2026, the Association of Consulting Engineers Malaysia (ACEM) organised a webinar titled “Service Tax and the Government Procurement Act 2025: Key Implications for the Engineering and Construction Industry”, which attracted 95 participants via Zoom.
The session highlighted key issues affecting the engineering and construction industry, with a focus on service tax on construction and engineering consultancy services as well as the practical implications of the Government Procurement Act 2025 (GPA). Among the main topics discussed were tax scope and exemptions, service tax treatment for various types of contracts, registration and invoicing responsibilities, disclosure requirements, and compliance obligations for companies involved in government procurement.
To make the webinar more engaging, polling activities were carried out throughout the session, allowing participants to respond and interact with the speakers. A Q&A session was also held to address questions and provide further clarification on the topics presented.
The webinar featured Ms. Thisha Gunasilan, Managing Director (Tax), Andersen Malaysia, and Mr. Shaun Lee Zhen Wei, Senior Associate, Halim, Hong & Quek, who shared practical insights relevant to engineers, consultants, and industry practitioners.
